Mapping or classification or both?

Marine habitat mapping
Mapping a classification system and classifying observations are very different in their purpose. I think that habitat classification techniques are mostly based on arbitrary rules and therefore their results represented on a map are misleading, if used for habitat management. Do you think otherwise?
